CNT: Crisis Negotiaion Team

It's early in the year 2003. Los Angeles has just been
through it's bloodiest riot ever. It started when 
5 people of a anti-WTO (World Trade Orgainzation) group
were killed when riot officers began to shoot 
at the protestors when one of their men was shot. 
It turned out that the officer had accdentendly shot 
himself. The city was furious and took to the streets.
The police tried to hold the rioters back, but after
L.A. gangs began to take control of the rioters they had
to take drastic action. The police cheif, not even 
trying peaceful tactics, ordered a crack-down by any 
means. 300 people were killed in the two-day crack-down.
Most of the SWAT officers acted poorly throughout the 
entire operation and were dismissed immedatly after the
riot was over.

Now, the state of Califorina is trying a new kind of
tactic for the LAPD's SWAT team: Using the crisis 
negotiator as the SWAT captain.

You are the best Crisis Negotiator in the LAPD. You have
been promoted to Captain and given the control of
the SWAT unit. You have only four elements and two
sniper teams to use (compared to the 10 elements and 
12 sniper teams SWAT had before the downsizing). So 
becareful with your men and protect L.A.
